Courtney Hillebrecht, Ph.D., is an assistant professor of political science at the University of Nebraska-Lincoln. She received her Ph.D. in 2010 from the University of Wisconsin-Madison. Her research has appeared or is forthcoming in a variety of outlets, including CNN.com, The European Journal of International Relations, Foreign Policy Analysis, Human Rights Quarterly, and Human Rights Review, among others. Professor Hillebrecht is the author of Domestic Politics and International Human Rights Tribunals: The Problem of Compliance (Cambridge University Press, 2014). She is also co-editor of State Responses to Human Security: At Home and Abroad (Routledge Press, 2013).

While tribunals can provide some technical assistance, other actors need to provide political incentives for compliance. The best way to improve compliance is to involve domestic stakeholders.
