Global justice is best secured through a cosmopolitan regime of non-dominating, effective and representative states that can establish and protect universal rights of membership.
While global resources are by no means unlimited, the nature of competition for resources between states is not as aggressive as that between individuals in a state of nature.
The world is heading in a direction of increasing complexity, mutual reliance, co-operation, and diversity. Institutions provide the forums for the co-ordination of efforts that are needed if we are to continue on this path to prosperity.
